The Talbot Group broke ground on The Manning, a 142-unit apartment community located within the Barkley Village mixed-use development in Bellingham, on Dec. 2.
Developers, city officials and real estate professionals were treated to a reception after the ceremony.
The project was made possible in part by multifamily tax exemption mandates and Barkley Village’s recent designation as an urban village.
